Questo è normalissimo con XAML. L'ID, o più precisamente il nome univoco, lo attribuisce il programmatore se e solo se non ne può fare a meno.
Anche questo sarà un bug, o forse qualche impostazione, perché lavoro tutti i giorni con XAML, e a volte uso anche Expressione Blend, e non è mai capitato una cosa del genere. Se modifico una proprietà, vale solo per quella e non per tutti i controlli dello stesso tipo.

Metabolizzare il tutto comunque non sarà semplice, credo windows 8 andrà incontro a critiche massacranti di ogni genere, qualcosa di enorme persino rispetto a quello che accadde a Vista seppure per altri motivi.
